TCO or Landed Cost Model to calculate Total Cost of Ownership

apply the TCO or landed cost model to calculate Total Cost Of ownership or total landed cost to calculate the true cost of a product in a company that design , manufacturing, and assemble their product in the Us but their parts supplier from different countries or by some venders in the US . they order the parts from venders and suppliers then they assembly them in their factory to make the product.
the model include The total landed cost formula:
Total landed costs = Cost of goods sold + Hard costs + Risk costs + Strategic costs.
I’m getting some difficulty regarding of some risk cost and strategic cost data from the model. Like both have some % in their equations; how could I get those percentage ; can I use some equation or I need to estimate the% based on some other data ; those are opportunity risk cost % , liability risk cost % , IP risk cost % , quality cost % , instabiltiy risk % , and the innovation risk cost % .
Regarding to the model in the attachment and its equation I need to get how to get the factors in risk cost and strategic cost in equation form to use it in the excel.
** Another question is what could be included in the Material overhead and other hard cost.
