Provide an outline of your project
The outline should include a heading for each section of the Research Paper/PowerPoint Presentation (including one for the thesis and the conclusion) as well as heading descriptions. Subheadings should also be used with a description of each subheading. Create an annotated bibliography
The annotated bibliography should contain at least five scholarly sources that you intend to use in your project. Each listing must include a paraphrased narrative of the actual research study presented in the article and the studies used should represent the most current research related to the topic area.

The study presents how the performance measurement system is developed in public healthcare organizations. The approach clearly considers the distinct characteristics of the public healthcare institutions. Such characteristics include; lack of competence and poor social character. Measurement through evaluating the strategic planning and use of information systems gives a true picture of how an organization is performing, and the quality of the services provided. In addition, it assesses both financial and non-financial performance indicators, as well as how both internal and external customers are satisfied. The organization can further improve through adapting change and play a great role in utilizing Key Performance Indicators in the Balanced Score Card methodology context. The analysis is presented through MCDA approach using UTASTAR method in order to account how the management of the sector achieves its defined strategic goals. It is expected that the approach will help the organization to go back to the drawing board, and evaluate and adjust its strategies.
